Project Description: After successful completion of Evolving Infill 1.0 Roadmap in 2016, the City of Edmonton initiated a process to undertake a city-wide conversation to provide Edmontonians with an opportunity to identify the next best steps to “growing in” and establish conditions for potential medium and high-density residential infill.
GSA led a multi-disciplinary team of consultants to undertake a comprehensive consultation process, market analysis, housing research and establish a strategic document as well as an implementation plan to achieve balanced infill development in Edmonton’s mature and established neighbourhoods. This included a comprehensive benchmarking report called the Evolving Infill: Municipal Tools Review which provided a detailed exploration of potential tools that municipalities have used to encourage infill.
In July 2018, the Infill Roadmap 2018 was approved by the Urban Planning Committee at the City of Edmonton. The Roadmap includes 25 actions and provides detailed direction for infill development in the city’s mature and established neighbourhoods.

In 2019, GSA and the Evolving Infill Project Team received and Award of Planning Merit in the Comprehensive and Policy Plan category from the Alberta Professional Planners Institute (APPI).
